Is it possible to unlock more cores on certain processors?

So I’ve been looking at computer processors, and it’s been rumored that some processors (like Intel’s hex-core i7-3960x) really have more cores, but they were sealed up by Intel for whatever reason. My questions are: 1. Are there really sealed cores? 1. If so, how would I go about unlocking them?
